According to latest reports, there has been riots and loots in Bihar for acute dirth of food and other basic supplies in the refugee camps. Assam is in a sad state with rivers being flooded and elephants, Rhinos all fleeing the jungles for their lives. Why is it that we are never prepared to handle such calamities? When will the government take a notice and do something instead of making false promises to secure their votebank?

From what they said on national news, the concerned officials were informed that Kosi might breah the banks anytime, obvioulsy the goverment babus chose to ignore that

The government Babus did their work of passing on the information in writing. They fail to understand that governance is not in papaers alone; it requires action coupled with responsibility for execution and consequences thereof.
The Engineers and their team did not take preventive action. The execuse is that due to Maoist agitation in areas bordering Nepal, they were not allowed to reach the site.
